Cricinfo - Explaining the D/L method and revised targets

The Duckworth Lewis system has been around in cricket for a while now. However, no one quite knows how it works. Considering the nature of cricket, D/L method may be the best method around. My question is: Why hasn't ICC made this method transparent and public till now? Doing so will only spark more discussion and a possible better solution.
